(Wednesday) 10:30am-12:00pm Place: SNU GSIS International Conference Hall (140-2Bldg. 4F) Presenter: Dr. Comfort Ero (President & CEO, International CRISIS GROUP) Moderator: Professor Taekyoon Kim (SNU GSIS) Language: English The Seoul National University Institute of International Affairs held the “29th Global Prominence Seminar” on May 29, 2024 in the International Conference Hall (Bldg. 140-2, Room 401). Seoul National University Graduate School of International Studies Professor Taekyoon Kim moderated the seminar, and President and CEO of the International Crisis Group Dr. Comfort Ero gave a presentation entitled the “Understanding the Global South: How to Bridge the Gap between the West and the Rest.” Dr. Ero discussed several issues including whether or not the term “Global South” is helpful or whether it disguises the many differences among the states that compose it, how Western states like the US engage a few of the larger states in the Global South and assume the remainder will follow, and argued that it is not useful to try and identify leaders of the Global South as each state has its own interests.

(Tuesday) 12:00 - 13:30 Place: SNU GSIS International Conference Hall (140-2Bldg. 4F) Presenter: Professor Bence Nemeth (King's College London) Moderator: Professor Seong-Ho Sheen (GSIS SNU) Language: English The Seoul National University Institute of International Affairs held the “27th Global Prominence Seminar” on April 2, 2024 in the International Conference Hall (Bldg. 140-2, Room 401). Director of the Institute of International Affairs Seong-Ho Sheen moderated the seminar, and King’s College London Professor Bence Nemeth gave a presentation entitled the “Lessons from European Defence Cooperation for the US-ROK Nuclear Assurance Debate.” Professor Nemeth argued that when countries are dissatisfied with the assurance of their stronger partner, they have two alternatives: pursuing self-reliance by going at it alone, or looking for alternative partners. In the case of South Korea, since South Korea cannot find an alternative country to make up for the US nuclear umbrella, it is most likely to develop its own nuclear weapons while intending to stay in the US-ROK alliance. He also reviewed the cases of EU defence policy and France as well as the NATO applications of Sweden and Finland to draw out lessons for South Korea.

Director of the Institute of International Affairs Seong-Ho Sheen moderated the seminar, and University of Tokyo Institute for Advanced Studies on Asia Professor Sahashi Ryo gave a presentation entitled the “Evolving Shadows: Inside Japan’s Strategic Shift and the Policy-Making Dynamics Defining the Future of the Region.” Professor Ryo explained the shifting regional security architecture in East Asia and outlined how the San Francisco System that emerged in the wake of the Pacific War is transitioning into a new Indo-Pacific System in which minilateralism is replacing bilateral alliances and shared political values are no longer being emphasized. Professor Ryo also provided a behind-the-scenes look at the making of Japanese foreign policy and made an argument for why cooperation is needed between Japan and South Korea.
