    [행사보고] 제68회 글로벌 엑설런스 세미나: “한국의 아파트 단지 중심 주거문화를 둘러싼 새로운 실천과 상상” 11월 24일, 서울대학교 국제학연구소 (IIA)가 주최하는 “제69회 글로벌 엑설런스 세미나”가 140-2동 202호에서 진행되었습니다. 서울대 국제대학원의 박지환 교수님께서 사회를 맡아 주셨으며, 한국학중앙연구원 한국학대학원의 정헌목 교수님께서 “한국의 아파트 단지 중심 주거문화를 둘러싼 새로운 실천과 상상”이라는 주제로 발표해 주셨습니다. 다양한 분야에서 오신 많은 분들이 참석해 주셨습니다. 본 연구는 한국사회에서 가장 자본주의적인 주거공간에 해당하는 아파트 단지와, 냉혹한 자본주의 시스템의 대안을 표방하는 사회적경제의 결합을 시도한 새로운 실험에 주목한다. ‘위스테이(WeStay)’라는 이름의 ‘협동조합형 공공지원 민간임대주택’인 실험적 주거 모델의 특성과 사회문화적 함의에 관한 연구에 대해서 강의를 하시며, 2020년대 한국사회에서 갖는 사회적 의미를 조망하고 향후 과제를 논의하셨습니다. 참석하시는 연구자와 학생들이 여러 흥미로운 질문도 여쭤보았습니다.

    [Event Report] The 68th Global Excellence Seminar: “Peace Building by Humanitarian Diplomacy on the Korean Peninsula” The Seoul National University Institute of International Affairs held the “68th Global Excellence Seminar” on November 10, 2023 in the Global Leaders Room (Bldg. 140, Room 201). Seoul National University Graduate School of International Studies Professor Semee Yoon moderated the seminar, and Jeonbuk National University Professor Kyungyon Moon gave a presentation entitled “Peace Building by Humanitarian Diplomacy on the Korean Peninsula.” Many students and researchers attended the seminar. Dr. Moon addressed the research question of how South Korean NGOs can contribute to building peace on the Korean Peninsula. He argued that NGOs can foster a suitable environment by shaping public opinion, drive policy development through the provision of information to policymakers, build trust between the two Koreas by facilitating interaction, and act as a safety net by creating momentum for breakthroughs via their own interactions with North Korea when the two governments become deadlocked.

    [Event Report] The 67th Global Excellence Seminar: “A Twenty Years’ Crisis? Rethinking the Cases for U.S. Economic Engagement with China” The Seoul National University Institute of International Affairs held the “66th Global Excellence Seminar” on October 20th, 2023 in the GS Room (Bldg. 140-1, Room 201). Seoul National University Graduate School of International Studies (SNU GSIS) Professor Jiyeoun Song moderated the seminar, and Senior Fellow Dong Jung Kim gave a presentation entitled “A Twenty Years’ Crisis? Rethinking the Cases for U.S. Economic Engagement with China” Many students and researchers attended the seminar. Here is the summary of Professor Kim's seminar: Structural realists accuse U.S. economic engagement with China as a mistake driven by liberal idealism and lack of realism. I suggest that this increasingly popular narrative reflecting the traditional idealism-realism distinction is misplaced. First, liberal approaches to international relations can clash with each other when a democratic state engages with an authoritarian state, and engagement is justified by one strand of liberalism—economic interdependence liberalism—whereas a different liberal perspective—democratic peace liberalism—opposes economic engagement with an oppressive regime. Second, realism—in particular, structural realism— posits that important state behaviors reflect the need to attain more relative power than others. Then, if economic engagement better serves a state’s relative capacity vis-à-vis other states, economic exchanges with a potential strategic contender would be an unavoidable choice. The liberal case for economic engagement is much more restrictive than it is often articulated, while a structural realist case for engagement can be convincingly made. For about two decades since the mid-1990s, U.S. administrations defended economic engagement with China not only with economic interdependence liberalism but also by utilizing an argument in line with the structural realist case for engagement. Blaming one foreign policy idea as responsible for today’s strategic difficulties is misleading.

    [Event Report] The 66th Global Excellence Seminar: “New Understandings of the North Korean Economy” The Seoul National University Institute of International Affairs held the “66th Global Excellence Seminar” on September 8, 2023 in the International Conference Hall (Bldg. 140-2, Room 401). Seoul National University Graduate School of International Studies (SNU GSIS) Professor Yoon Ah Oh moderated the seminar, and Senior Fellow Go Myong-hyun of the Asan Institute for Policy Studies gave a presentation entitled “New Understandings of the North Korean Economy.” Many students and researchers attended the seminar. Dr. Go discussed whether typical preconceptions of the North Korean economy as Stalinist matched the reality on the ground, and argued that contrary to North Korea’s claim to self-sufficiency, the North Korean economy actually suffers from a dependency problem. Moreover, using various types of data on demographics and energy consumption, Dr. Go claimed North Korea can more aptly be described as a subsistence economy of poor farmers rather than a Stalinist economy that emphasizes heavy industry.

    [행사보고] 제65회 글로벌 엑설런스 세미나: The Return of Industrial Policies: Neo-developmentalism in India and Indonesia The Seoul National University Institute of International Affairs held the “65th Global Excellence Seminar” on May 26, 2023 in the Global Strategy Room (Bldg. 140-1, Room 201). Seoul National University Graduate School of International Studies (SNU GSIS) Professor Yoon Ah Oh moderated the seminar, and Associate Research Fellow Kyunghoon Kim of the Korea Institute for International Economic Policy gave a presentation entitled “The Return of Industrial Policies: Neo-Developmentalism in Indonesia and India.” Many students and researchers attended the seminar. Dr. Kim discussed how renewed interest in industrial policies has produced some successes in India and Indonesia through government intervention and investment. The discussion also turned toward how the new “neo-developmentalism” differs from the developmentalist policies of Asian countries in the late twentieth century.
