The Institute of International Affairs has released the new Pacific Report No. 34. In this issue, Professor Young Nam Cho, Professor of Graduate School of International Studies at Seoul National University, contributed an article titled . Professor Cho explains that because the issue of purges within the Chinese military became highly salient last year and again this year, President Xi Jinping had no choice but to address it at the National People’s Congress session. In addition, Professor Cho explains that for China, there is little capacity or means to assist Iran, and in reality it has no real intention of doing so. According to Professor Cho, China will continue to devote its full efforts to fostering advanced industries centered on artificial intelligence and to advancing science and technology. Professor Cho comments that the strategy of the second Trump administration seeking to check China through protectionist trade policies is highly likely to fail.

In this issue, Professor Seong-Ho Sheen, Dean of GSIS and Director of IIA at Seoul National University, contributed an article titled . Professor Sheen explains that South Korea not only hosted the main plenary sessions but also provided venues for key bilateral meetings, including the U.S.–China summit, thereby presenting its potential as a new bridging role within the international community. According to Professor Sheen, there were also surprise achievements—South Korea established a foothold for securing two core technologies of the 21st century: nuclear power and artificial intelligence. Professor Sheen comments that both President Trump and President Lee Jae-myung are scheduled to visit China in April next year, and it is possible that a new round of diplomatic drama surrounding the Korean Peninsula could unfold around that time.

The Institute of International Affairs has released the new Pacific Report No. 32. In this issue, Professor Jeehwan Park, Graduate School of International Studies at Seoul National University contributed an article titled . Professor Park explains that the term Hallyu (Korean Wave) is frequently used in everyday life, but the expression Illyu (Japanese Wave) sounds unfamiliar. According to Professor Park, it is necessary to reconsider the assumption that active cultural exchange between Korea and Japan will bring about “genuine mutual understanding.” When assessing the effects of Korea–Japan exchange through tourism, it is necessary to consider not only its positive aspects but also these structural limitations and negative impacts. Professor Park comments that Korea–Japan cultural and human exchange can likewise create unexpected possibilities through the accumulation of such failures.

The Institute of International Affairs has released the new Pacific Report No. 31. In this issue, Professor Young Nam Cho, Graduate School of International Studies at Seoul National University contributed an article titled . Professor Cho explains that the “Xi Jinping ouster rumor” was essentially a “Korean phenomenon”, spreading almost exclusively within Korea. According to Professor Cho, the most important factor that spread the rumor is the existence in Korea alone of a “fertile ground” in which conspiracy theories could easily spread. China is governed not by Xi Jinping as an “individual” but by the Communist Party as a “collective,” and therefore, unless the Party itself encounters difficulties, it is highly unlikely that political turmoil would result from what happens to the top leader personally. Professor Cho comments that if a power succession takes place at the 21st Party Congress of the Communist Party in 2027, the likelihood is high that the gradual transfer of power method will be used.

국제학연구소의 퍼시픽 리포트 제31호가 발간되었습니다. 제31호에서는 <왜 한국에서만 ‘시진핑 실각설’이 유행했을까?>이라는 제목으로 조영남 서울대 국제대학원 교수가 기고하였습니다. 조영남 교수는 ‘시진핑 실각설’은 한국에서만 유행한 ‘한국적 현상’이었다고 설명하며 한국에서만 음모론이 쉽게 확산할 수 있는 ‘비옥한 토양’이 만들어졌다고 분석합니다. 아울러, 중국은 시진핑 ‘개인’이 아니라 공산당 ‘집단’이 통치하고, 따라서 공산당에 문제가 생기지 않는 한 최고 지도자 개인이 어떻게 되어도 정치적으로 큰 문제가 생기지 않을 가능성이 크다고 설명합니다. 끝으로, 조영남 교수는 2027년 공산당 21차 당대회에서 권력 승계가 이루어진다면, 단계적 권력 이양 방식이 사용될 가능성이 크다고 주장합니다.

The Institute of International Affairs has released the new Pacific Report No. 30. In this issue, Professor Seong-Ho Sheen, Dean of GSIS and Director of IIA at Seoul National University contributed an article titled <8.25 Lee Jae-myung–Trump Summit and the ROK-U.S. Alliance>. Professor Sheen explains that this first summit became a litmus test for the future of ROK-U.S. relations under the Lee Jae-myung administration. Trump praised Lee, calling him a very smart person, and Trump’s remarks about wanting to own the land of U.S. Forces Korea bases could at the very least mean that the United States would not easily abandon the ROK-U.S. alliance. Professor Sheen comments that as long as U.S.–China strategic competition continues, the issue of U.S. forces’ strategic flexibility will remain a heavy burden for South Korea, and South Korea can no longer rely solely on America’s goodwill.

국제학연구소의 퍼시픽 리포트 제30호가 발간되었습니다. 제30호에서는 <8.25 이재명-트럼프 정상회담과 한미동맹>이라는 제목으로 신성호 서울대 국제대학원 원장이 기고하였습니다. 신성호 원장은 이번 첫 정상회담은 향후 이재명 정부의 한미관계를 가늠하는 시험대가 되었다고 설명합니다. 이번 회담에서 트럼프는 김정은과 만나라고 제안한 지도자는 처음이라며 매우 스마트한 사람이라고 칭찬했으며, 주한미군 땅을 소유하고 싶다는 트럼프의 발언은 최소한 미국이 쉽게 한미동맹을 버리지 않겠다는 속내를 드러냈다고도 할 수 있다고 분석합니다. 끝으로, 신성호 원장은 미중의 대결이 지속되는한 미군의 전략적 유연성 관련 문제는 한국에 큰 부담이 될 것이며 한국은 더 이상 미국의 선의에만 기댈 수 없게 되었다고 주장합니다.

The Institute of International Affairs has released the new Pacific Report No. 29. In this issue, Professor Sandip Kumar Mishra of Jawaharlal Nehru University contributed an article titled . Professor Mishra explains that the recent clash between India and Pakistan happened after 26 tourists were killed by terrorists in Pahalgam city of Kashmir in India. After India and Pakistan became nuclear states in 1998, India found itself in a more complicated situation in dealing with ‘Pakistan sponsored terrorism’. India has proclaimed that any ‘act of terror’ coming from Pakistan would be considered an ‘act of war’ and India has the right to respond strongly. If any disgruntled terrorist group of Pakistan wants to bring a clash between India and Pakistan, they would do a terrorist activity in India without consent or support of Pakistan and bring India-Pakistan at a brink of another clash. At present a narrative war between India and Pakistan has been going on. Professor Mishra comments that it is said that choose your friends carefully but choose your rivals more carefully. India needs to be aware of this saying and hopefully along with responding to Pakistan’s act of terrorism would not lose sight of its regional and global status, image and credibility.
