The continued concentration of political power around Putin in 2025 seems highly likely, with little reason to expect a significant shift.

President Putin has signaled a broad willingness to accept a “frozen conflict” along the front lines but has explicitly ruled out any concessions regarding Ukraine’s NATO membership, the stationing of NATO-affiliated troops within Ukrainian territory, or territorial compromises in the regions currently occupied by Russia.

A future Trump-Putin summit could serve as a critical turning point—not only for U.S.-Russia relations but also for the restructuring of the international order and regional security dynamics.

Director Shin comments that given that Russia has consistently acknowledged South Korea as an important country in its strategic considerations, Seoul should carefully manage and actively leverage its ties with Moscow as a diplomatic asset in responding to rapidly shifting global dynamics.
