The Insitute of International Affairs has released the new Pacific Report No. 11.
In this issue, Dr. Choi Yong-hwan of the National Security Strategy Institute contributed an article titled 'North Korea's Policy Shift towards South Korea'.

Dr. Choi explains that North Korea defined its relationship with South Korea as "a hostile relationship between two states, akin to two warring states.
According to Dr. Choi, this perception shift suggests North Korea sees no need to use Seoul as a conduit to engage with the US anymore.
Moreover, North Korea's policy shift towards the South marks a significant departure from the long-standing policies of denuclearization and unification championed by its previous leaders.
Dr. Choi also comments that it's necessary to ensure that the stability and denuclearization of the Korean Peninsula become part of a common agenda for Northeast Asia, including China and Russia.
