The Institute of International Affairs has released the new Pacific Report No. 17.
In this issue, Professor Young Nam Cho of the Graduate School of International Studies, Seoul National University contributed an article titled 'Analysis of the 20th Central Committee’s Third Plenary Session of the Chinese Communist Party.'
Professor Cho explains that the Third Plenary Session clearly reflects the Xi Jinping administration’s policy view that “national security takes first priority over economic growth. Also, this session places significant emphasis on protecting the one-party system of the Communist Party and the socialist system.
Some scholars argue that China’s state capitalism is transitioning from “China Inc.” to “CCP Inc.,” indicating a shift from state-led to Communist Party-led capitalism.
The Biden administration, which began in 2021, continued the policies of its predecessor and executed even stronger containment policies aimed at “blocking” and “suppressing” China. In response, China felt a severe sense of crisis and decided to counter this through the principle of “Comprehensive Leadership of the Communist Party.”
Professor Cho comments that China will continue to pursue its current policies in response to the U.S. containment strategy with a sense of crisis. As a result, the strategic competition between the U.S. and China is likely to become even more intense in the future than it is now.
