The Institute of International Affairs has released the new Pacific Report No. 31.

In this issue, Professor Young Nam Cho, Graduate School of International Studies at Seoul National University contributed an article titled <Why Did the ‘Xi Jinping Ouster Rumor’ Spread Only in Korea?>.

Professor Cho explains that the “Xi Jinping ouster rumor” was essentially a “Korean phenomenon”, spreading almost exclusively within Korea.

According to Professor Cho, the most important factor that spread the rumor is the existence in Korea alone of a “fertile ground” in which conspiracy theories could easily spread.

China is governed not by Xi Jinping as an “individual” but by the Communist Party as a “collective,” and therefore, unless the Party itself encounters difficulties, it is highly unlikely that political turmoil would result from what happens to the top leader personally.

Professor Cho comments that if a power succession takes place at the 21st Party Congress of the Communist Party in 2027, the likelihood is high that the gradual transfer of power method will be used.
