The Institute of International Affairs has released the new Pacific Report No. 32.

In this issue, Professor Jeehwan Park, Graduate School of International Studies at Seoul National University contributed an article titled <The Limits and Possibilities of Korea–Japan Understanding through Cultural and Human Exchanges>.

Professor Park explains that the term Hallyu (Korean Wave) is frequently used in everyday life, but the expression Illyu (Japanese Wave) sounds unfamiliar.

According to Professor Park, it is necessary to reconsider the assumption that active cultural exchange between Korea and Japan will bring about “genuine mutual understanding.”

When assessing the effects of Korea–Japan exchange through tourism, it is necessary to consider not only its positive aspects but also these structural limitations and negative impacts.

Professor Park comments that Korea–Japan cultural and human exchange can likewise create unexpected possibilities through the accumulation of such failures.
